After several complaints were filed with the police department, Detective Jayne Manning is keeping Jigglers Espresso stands under surveillance. However, neither Jayne nor her partner ever see any questionable activity at the stands...well except their coffee is lukewarm and bitter, but you can't arrest them for that, even though in Jayne's mind, it's a crime.
