But, his grand design—besides building a casino in North Nullibi—was to gain control of most of the city via shrewd leasing agreements, and then use eminent domain to extricate the stubborn, remaining residents, which would include his wife's very own family. When his imperialistic designs were revealed as nothing more than shell games fueled by a vicious Ponzi scheme, Sparky and his family take the lead in a people's revolt.
