On the distant planet known as Anu, there are seven colonies run by an Empress and her army. The two brother colonies known as Michael and Gabriel rule over the lesser colonies of Apollo, Isis, Athena, Luna and the Salamand Islands.

Seventeen year old Kero Embers grew up in the poor colony of Athena. She sees the Empress as a ruthless tyrant, who pretends to be the world's savior. When Kero learns about the four Spirit Dragons who once defended the planet, she joins a group of exiles to find the dragons and awken them. Throughout her travels, Kero begins to understand the power the planet once had, and realizes what was stolen from the people of Anu long ago.
