Paramedic Sophie McNish is just as pissed off and defensive as the rest of the Howe Firehouse crew when Fire Chief John Brewer tells everyone that the firehouse is getting a health and safety review. The crew has had too many dangerous incidents recently leaving multiple crew members injured, patients dead, and paramedic Ellen Foreman permanently disabled.

No one wants to cooperate with the investigation, but the crew can only stare in stunned shock when they meet their new health and safety officer. Carter Holt is severely burned over most of his head and body and he looks hideous.

Everything blows up when Sophie develops an instant connection with Carter. He distances himself from her, but not before her ex-boyfriend firefighter Andy Skinner notices.

Andy doesn't want to accept that Sophie might have feelings for someone else. When Andy doesn't get his way, his obsessive need to retaliate against Carter will backfire in ways that devastate the whole fire crew.

Can Sophie ever find happiness when the Fire Department's greatest hero falls to a madman and leaves the crew broken and ruined?
