Detective Marcus "Wulf" Wulfrum, a skilled but emotionally scarred LAPD officer, receives an anonymous tip that reopens the case of multiple disappearances in his haunted hometown of Havenwood. The tip mentions the abandoned asylum where Wulf experienced a traumatic childhood event, pulling him back to the town he swore he'd never return to. Despite his reservations, Wulf takes leave from the LAPD and heads to Havenwood, immediately clashing with the local police, especially Detective Tara Watson. As Wulf reviews the cold cases, he finds disturbing similarities—all victims vanished near the asylum—and begins to experience a flood of repressed memories.

Wulf seeks out Mario Estrada, a former employee of Havenwood Asylum who might hold crucial information. Estrada is initially reluctant but eventually reveals rumors about experiments at the asylum and a shadowy figure known as "The Shepherd." With Watson's help, Wulf investigates further and discovers hidden rooms, old medical records, and recent activity at the asylum. They uncover evidence suggesting the disappearances are recent and connected to David Hildreth, a manipulative killer presumed dead years ago. As they follow a trail leading to ritualistic activities in the woods surrounding the asylum, they realize Hildreth is targeting people he considers "sinners." A new victim goes missing, and despite their efforts, Wulf and Watson find the person dead in a staged ritual—a devastating blow as the victim is someone close to Wulf.

Determined to stop Hildreth, Wulf and Watson dig deeper and uncover that powerful figures in Havenwood are aware of Hildreth's activities and may even be complicit. They face increasing resistance and threats as they close in on the conspiracy. Wulf discovers someone he trusts has been working with Hildreth, feeding him information and covering up his tracks.
