At the heart of the conspiracy is Marla, a charismatic cult leader with ties to a shadow government operation known only as "Red Directive." Her goal isn't to stop the phenomenon—it's to complete it. As Lena's body and consciousness begin to merge with the entity below the Falls, she is forced to confront not only what she's becoming but also what the world might turn into if the transformation spreads.

With time running out and a military quarantine closing in, Lena and Voss descend into the flooded depths of Goat Island and the ancient chamber beneath it. There, they encounter a forgotten intelligence that has waited for millennia—a fractured being that remembers a time before Earth was Earth.
