In 1216, Bishop Simon of Meath convened a synod at the cathedral church of Saints Peter and Paul to establish a set of constitutions regarding the governance of rural deaneries in Meath. These constitutions, following directives from Cardinal John Paparo, emphasize the responsibilities of archpresbyters, including pastoral care, church inspections, and the enforcement of canonical penances. Archpresbyters are required to be priests, conduct regular meetings with clergy, and ensure the proper management of church resources. Additionally, they are prohibited from handling certain legal matters, emphasizing their spiritual and pastoral roles.
