In the great City of Tuarua-Ruru, the spinning wheels have stopped, and her looms have fallen silent. The cloth industry has ground to a halt and the raw materials feeding it have gone missing. Jimmy Hargreaves, a Prisoner at the Tower of Ruru and Head of Sales there, is determined to find the missing sheep.

To make matters worse, the highways connecting Tuarua-Ruru with her territories are being terrorised by bandits, and the Archon is definitely not happy about this state of affairs. Determined to stop this Highway Robbery, he puts his best man, Commander Timothy Grimes of the City Reeves, on the case but the Commander has other ideas, and, after years of micromanagement, finally learns how to delegate.
