柳永所撰《乐章集》，内容上多描写男女情感、都市生活、市井风光、羁旅行役，感情丰沛动人，文字秀淡婉约，雅俗并陈，有着极高的审美价值。此外，《乐章集》发展词之形式，改变词之趣味，使之通俗易懂、朗朗上口，传唱一时，"天下咏之"。清代词人郑文焯评柳词："高浑处不减清真，长调尤能以沉雄之魄，清劲之气，写奇丽之情，做挥绰之声。"
