Inspector Strong is meeting with the Chief. Could they be talking of his retirement?

But the major focus of the Inspector is the personal and physicals attacks on Detective Rage. The last two were a shootout followed later by an attack on an FBI jet in which she was riding.
The most current attempt is a bomb planted under her jeep while parked in the police garage. Inspector Strong takes direct action. He sends them into hiding, where only they know where they are. They stay at an out of the way motel. They soon leave and find a five star hotel in which they rent half the floor to hide in
Back at the station, HLS, FBI and the police department are researching every case Rage has worked on since she went to Homicide. There are a total of 92 cases. There are many ways of sifting the pile of cases. But several cases continue to turn up no matter the sifting method.
Rage and Jones had shut down an entire town and took all their livelihood from them. Not counting the people in the town, the organization using the tunnels under the town for some unknown purpose lost all they had. Several other cases had similar feelings. The operations are closed down and everything is wiped clean until nothing is left. Again Rage is the bad guy by chasing jobs out of several poorer cities.
The question comes down to is it the unknown organization or the people in the towns that have lost everything. Who is hunting Rage?

A red herring soon crosses everyone's path. As a patrolman Rage had two incidents in which she tangled with the 13th Street Gang. Both resulted in many deaths and jail time. The final straw was an exploding dump truck which killed all the remaining gang members. Maybe a family member or two of the gang is still around and looking to get even.
