The approach being taken in this book is to bring about an understanding of the requirements for ethics in the operations of the federal government at least in the executive department. The information in this book is about ethics requirements in the executive department and the monitoring and enforcement. Congress (Senate and the House of Representatives) needs to look at the detailed requirements in the executive department and consider implementing or at least evaluating the requirements. Determination should be made to decide if the ethics rules in place are right for the country as they apply to their individual organizations.
The topics of the various chapters in some cases may be familiar but the details may raise some questions about the current activities of the federal government not only in the executive department but also in Congress. The activities and responsibilities of this office are an integral part of the federal government. The authority or the lack of it with respect to this office will be presented and discussed.
Ethics is a topic and the lack of it in some cases by individuals or political parties needs to be exposed. One of the purposes of this book is to identify the rules and regulations regarding ethics in the federal government. The reader of this book will have the opportunity to draw their own conclusions based on the information being provided.
It must be stated the information being provided is what is currently on the web site of the Office of Government Ethics. Changes often take place within the executive department along with supplemental requirements which individual departments and agencies may put in place.
Looking at the current rules and regulations in place and their history as to how long they may have been written will be part of the analysis of this book. Requirements should at least be reviewed to determine if any changes may be necessary based on events within the federal government as a whole. In addition, the subject and details of this book along with the series of books about different departments and agencies that I have written and are writing have a purpose.
Today information not only about the federal government and the Constitution is not being taught within our education system. If it is taught the information from what I have heard is not accurate or may be misleading but that is another subject which has been addressed in another book.
The intention of this book is to provide information about the structure of the various departments, agencies and administrative entities. All of us as individuals need to be aware of the function of all of the federal government so we can make good decisions when it is time to elect or re-elect individuals to serve the country.
Individuals we elect we send to address the needs of the country and us as individuals. These individuals have the sole purpose and responsibilities for the various offices they hold. In addition those appointed to their positions have the same responsibilities and authority and should work to solve issues now facing our country. Some decisions are within their authority while others involve working with Congress and Congress needs to work with the Executive Department and the individual agencies.
